A populated, free-will cosmos watches over a quarantined Earth whose people are immigrants from worlds that came before.

In plain language

Ra describes a cosmos that is densely populated and governed, at every scale, by a single overriding constraint: free will. Positively-oriented civilizations across the galaxy have joined the Confederation of Planets in the Service of the Infinite Creator — roughly fifty-three civilizations and five hundred planetary consciousness complexes, allied not by uniformity but by shared commitment to the Law of One (). Above them sits the Council of Saturn, nine in constant session with twenty-four Guardians backing them, whose primary work is weighing calls for help against both the Law and the number of those doing the calling ().

Across from the Confederation stands the Orion group, a service-to-self empire whose stated aim is conquest and enslavement — yet whose most effective tool is seeding philosophy rather than landing openly, because open interference would cost it the polarity it seeks (, ). Earth sits in the balance between these two forces, under a quarantine whose purpose is not to stop the Orion group outright but to protect the free-will space of third-density inhabitants from manipulation they cannot yet perceive (, ).

Earth's own population is, in Ra's account, largely composed of immigrants: entities whose home planets failed them, transferred here to continue their third-density work. And the whole system turns on the calling — the Confederation may not help what has not asked. Help arrives as invitation, never as rescue.

The Confederation and the Council

The Confederation's structure Ra describes precisely: the session Council of nine works by telepathic unity, blending distortions until the Law of One prevails. It handles three main duties — admitting new social memory complexes to the Confederation, offering aid consonant with both the call, the Law, and the number of those calling, and resolving internal questions. When in doubt, the nine can call on the backing twenty-four for consensus judgment ().

The Guardians among this structure are specifically light-bringers from the octave above, whose role at harvest is to emit precisely calibrated light so each entity's true vibration can be read — exquisitely fastidious work that makes the harvest automatic without making it unsupervised ().

Quarantine and the Orion group

The quarantine exists to guard free will: the Guardians guard the free-will distortion of third-density mind/body/spirit complexes, and the events that required its activation were interfering with that free will (). Ra is clear that the quarantine does not eliminate the Orion group's access — it is a balancing between dimensions in which the Orion group's free will is not stopped but given a challenge, while third-density entities remain unhindered in free choice ().

The Orion group's method follows from its polarity: where the Confederation waits for the calling, the Orion group calls itself to conquest (). Its preferred channel is not open landing, which would cost polarity by infringing free will, but rather finding mind/body/spirit complexes that resonate with its own vibration and working through those human proxies to enslave the rest ().

The calling and Earth's immigrant population

The calling is not simply individual petition: Ra says open contact is weighed not by the numbers calling but by a consensus among an entire societal-memory complex (), and the Council balances its aid against the number of those calling and sometimes the resistance of the call (). The first calling Ra traces was approximately 46,000 years ago, from entities of Maldek — beings aware of their need for rectification but confused in incarnation about why (). The Confederation responded with love and light, sending pure streamings rather than conceptual instruction ().

Maldek was a planet within this solar system destroyed by its people's war. Its entities were reincarnated on Earth, many within the Earth's interior before eventually cycling to the surface. Mars became uninhabitable, and a significant portion of early Earth's third-density population came from it. The historical sequence — Lemuria, Atlantis, Egypt, the pyramids — represents successive attempts at teaching and successive corruptions of those teachings, including Ra's own contact in Egypt, which came to be reserved largely for those holding social power rather than remaining available to all.

Wanderers are higher-density beings who incarnate into third density to serve, knowingly hazarding the forgetting that comes with the veil. The largest number are sixth-density entities (). The specific risk Ra names is that such a wanderer will forget its mission, become karmically involved, and be swept into the very maelstrom it incarnated to help dissolve — and that many carry difficulty in adjustment to the planetary vibration, expressed as alienation, personality distortions, or allergies ().

In Ra's words

The Confederation's basis in diversity and shared service:

There are approximately fifty-three civilizations comprising approximately five hundred planetary consciousness complexes in this Confederation. This Confederation contains those from your own planet who have attained dimensions beyond your third. It contains planetary entities within your solar system, and it contains planetary entities from other galaxies. It is a true Confederation in that its members are not alike, but allied in service according to the Law of One.

The Council's structure and the principle governing aid:

In number, the Council that sits in constant session—though varying in its members by means of balancing which takes place, what you would call, irregularly—is nine. That is the Session Council. To back up this Council, there are twenty-four entities which offer their services as requested. These entities faithfully watch and have been called the Guardians.

The Council operates by means of, what you would call, telepathic contact with the oneness or unity of the nine, the distortions blending harmoniously so that the Law of One prevails with ease. When a need for thought is present, the Council retains the distortion-complex of this need, balancing it as described, and then recommends what it considers as appropriate action. This includes: one, the duty of admitting social memory complexes to the Confederation; two, offering aid to those who are unsure how to aid the social memory complex requesting aid in a way consonant with both the call, the Law, and the number of those calling (that is to say, sometimes the resistance of the call); three, internal questions in the Council are determined.

On wanderers and the danger of forgetting:

The largest number of wanderers, as you call them, are of the sixth density. The desire to serve must be distorted towards a great deal of purity of mind and what you may call foolhardiness or bravery, depending upon your distortion complex judgment. The challenge/danger of the wanderer is that it will forget its mission, become karmically involved, and thus be swept into the maelstrom from which it had incarnated to aid the destruction.

The Contact Itself

A fragile, narrow-band link held open by a trance instrument, a harmonious group, and the same free-will law that governs the cosmos.

In plain language

What makes the Ra material unusual is that it keeps describing its own machinery. Ra explains how the contact works, why it is fragile, how it must be paced, and what threatens it. The link is narrow-band — a precise channel routed through a single deeply sensitized instrument (Carla Rueckert) in full trance — and it depends on a small support group whose harmony and maintained energy are structural requirements, not background color.

The same Law of Confusion (the law protecting free will) that quarantines the planet also governs the answers: Ra refuses or qualifies any question whose answer would infringe, and many exchanges end in partial silence for exactly that reason. From Book III onward, the contact is under active pressure — a psychic greeting from a fifth-density negative entity, and, all the way through, the instrument's declining physical health, which eventually sets both the rhythm and the close of the working.

This reflexivity — the contact describing itself — is part of why the corpus has the particular shape it does: what gets said is bounded by the questioner's questions, the law's limits, and the instrument's body, not by a fixed script.

Who Ra is, and why the contact began

Ra introduces itself as a being wholly of the Law of One — in whose vibration the polarities are harmonized — old upon this planet and carrying a long history of attempts to transmit that teaching (). The present contact was possible because the instrument already had experience with trance, and because the group's configuration allowed a sufficiently undistorted channel. Ra speaks through the instrument's physical form while her mind/body/spirit complex rests elsewhere. The stated purpose is not doctrine but the removal of distortions that have accumulated around the Law of One over time ().

Narrow-band mechanics

The contact is narrow-band in the technical sense Ra uses: a thin, precise signal requiring a highly sensitive receiver (). The trance itself carries a cost — minor disturbances in the space above the instrument's body during re-entry can cause discomfort and disruption. The ritual objects and arrangements that surround the working serve two ends: they provide sensory cues that deepen the trance, and they function as a reminder to the support group that a working is underway. Crucially, these appurtenances were calibrated for this particular group and would not serve another (). Ra also asks that no unneeded electrical equipment be present, since the magnetic anomalies of the instrument's field are what allow the narrow channel to be found and held.

The support group

The Ra contact is a three-person working, not a solo channeling. The group's function is described plainly: protection for the contact, and energizing and intensifying the instrument's vital energies (). When the vital energy of either supporting member is depleted, the instrument must supply more of her own, shortening the sustainable life of each session and of the contact overall. The group's long-standing underlying harmony is identified as the principal source of the contact's stability ().

The Law of Confusion as a structural limit

The first distortion — the protection of free will — shapes the transcript at every level. Many questions are declined or answered only in part, with Ra explaining that a full response would infringe upon the questioner's free will (). This is not evasion but the same principle that quarantines the planet from open extraterrestrial contact; it applies equally to what a sixth-density entity may transmit to third-density seekers. The resulting gaps and partial answers are not accidents of the format but the format's most consistent feature.

The psychic greeting

From Book III onward, the contact is targeted by what Ra calls — in its polarity-neutral vocabulary — a "psychic greeting." The principal figure is described as a fifth-density negative entity: one who has refined power over others to the point approaching absoluteness on that path (). Such an entity's reach and refinement are beyond the group's conscious capacity to resist. Ra is clear on this: what has held the shield in place is not skill but the harmony of the group, their mutual love, and their honest calling for aid from the forces of light (). The greeting's eventual resolution comes not through the group overcoming the adversary but through the adversary's own loss of polarity through its repeated failure.

The instrument's decline and the ending

The contact's pace is governed almost entirely by the instrument's physical condition. By the later sessions, Ra describes a physical energy deficit more substantial than across any prior contact (). The body is sustained in part by transferred energy from the group, in part by the instrument's own vital reserves. Ra notes carefully that the weariness is not caused by the greeting alone but is an inevitable cost of the contact itself — each working draws from a finite supply. The contact does not end on a doctrinal conclusion; it ends because the instrument can no longer bear the physical price.

In Ra's words

Ra's self-description at first contact:

We are those who are of the Law of One. In our vibration the polarities are harmonized, the complexities are simplified, and the paradoxes have their solution. We are one. That is our nature and our purpose.

We are old upon your planet and have served with varying degrees of success in transmitting the Law of One, of Unity, of Singleness to your peoples.

On the narrow-band channel and its ritual supports:

This contact is narrow-band. The instrument is highly sensitive. Thus we have good entry into it and can use it to an increasingly satisfactory level.

However, the trance condition is, shall we say, not one which is without toll upon this instrument. Therefore, the area above the entrance into the physical complex of this instrument must be kept clear to avoid discomfort to the instrument, especially as it re-enters the body complex.

The appurtenances give to the instrument sensory input and mental visualization which aid in the trance beginning. The careful alignment of these is important for the energizing group in that it is a reminder to that support group that it is time for a working.

The ritualistic behaviors are triggers for many energies of the support group. You may have noticed more energy being used in workings as the number has increased due to the long-term, shall we say, effect of such ritualistic actions.

This would not aid another group as it was designed for this particular system of mind/body/spirit complexes and especially the instrument.

How the support group's energy directly sustains the working:

Secondly, the function of the supporting group may be seen to be, firstly, that of protection for this contact; secondly, that of energizing the instrument and intensifying its vital energies.

This supporting group has always, due to an underlying harmony, been of a very stable nature as regards protection in love and light, thus ensuring the continuation of this narrow-band contact. However, the vital energies of either of the supporting members being depleted, the instrument must then use a larger portion of its vital energies, thus depleting itself more than would be profitable on a long-term basis.

In Ra's words — Wanderers

Wanderers are beings of the higher densities — most often sixth — who elect to be born into third density in order to serve, accepting as a real cost what Ra calls "the forgetting": the amnesia of origin that leaves them vulnerable to karmic entanglement and loss of mission (). The positive wanderer makes this wager because the intensity of third-density catalyst can accelerate its own evolution far beyond what the harmonious home density allows, should the forgetting be penetrated (). That forgetting is not partial or metaphorical; it is structural and can only be dissolved through disciplined inner work (). The price of the vibratory mismatch is often tangible: alienation, personality disorders, and bodily allergies mark the friction of adjusting to the planetary vibration (), and even a wanderer's higher-density abilities, like an infant's memory of speech, cannot readily be manifested through the limits of the chosen third-density vehicle (). The primary service is not dramatic — it is the quiet radiative work of lightening the planetary vibration as a whole, responsive to where love is sought rather than directed from above (). Each wanderer also carries a unique pre-incarnative gift layered onto that basic function of beacon or shepherd (). Ra situates itself within this pattern: its own attempt to walk directly among Egyptians as teachers of the Law of One produced thirty confusions for every word spoken, a lesson in the limits of physical presence (). After dissolution of the physical body, wanderers move to a portion of time/space suited to their indigo-body nature, where healing and review precede any new incarnative choice ().

The wanderer has the potential of greatly accelerating the density whence it comes in its progress in evolution. This is due to the intensive life experiences and opportunities of the third density. Thusly the positively oriented wanderer chooses to hazard the danger of the forgetting in order to be of service to others by radiating love of others. If the forgetting is penetrated the amount of catalyst in third density will polarize the wanderer with much greater efficiency than shall be expected in the higher and more harmonious densities.

Wanderers are third-density activated in mind/body/spirit and are subject to the forgetting which can only be penetrated with disciplined meditation and working.

— The marks of vibratory mismatch

Due to the extreme variance between the vibratory distortions of third density and those of the more dense densities, if you will, wanderers have, as a general rule, some form of handicap, difficulty, or feeling of alienation which is severe. The most common of these difficulties are alienation, the reaction against the planetary vibration by personality disorders, as you would call them, and body complex ailments indicating difficulty in adjustment to the planetary vibrations such as allergies, as you would call them.

— The infant who cannot yet speak

You may see the wanderer as the infant attempting to verbalize the sound complexes of your peoples. The memory of the ability to communicate is within the infant’s undeveloped mind complex, but the ability to practice or manifest this, called speech, is not immediately forthcoming due to the limitations of the mind/body/spirit complex it has chosen to be a part of in this experience.

So it is with the wanderer which, remembering the ease with which adjustments can be made in the home density, yet still, having entered third density, cannot manifest that memory due to the limitations of the chosen experience.

— The aim of the service

It was the aim of wanderers to serve the entities of this planet in whatever way was requested, and it was also the aim of wanderers that their vibratory patterns might lighten the planetary vibration as a whole, thus ameliorating the effects of planetary disharmony and palliating any results of this disharmony.

Specific intentions such as aiding in a situation not yet manifest are not the aim of wanderers. Light and love go where they are sought and needed, and their direction is not planned aforetimes.

— Beacon, shepherd, and unique gift

You may at this time note that as with any entities, each wanderer has its unique abilities, biases, and specialties, so that from each portion of each density represented among the wanderers comes an array of pre-incarnative talents which then may be expressed upon this plane which you now experience; so that each wanderer, in offering itself before incarnation, has some special service to offer in addition to the doubling effect of planetary love and light and the basic function of serving as beacon or shepherd.

Thus there are those of fifth density whose abilities to express wisdom are great. There are fourth- and sixth-density wanderers whose ability to serve as, shall we say, passive radiators or broadcasters of love and love/light are immense. There are many others whose talents brought into this density are quite varied.

Thus wanderers have three basic functions once the forgetting is penetrated, the first two being basic, the tertiary one being unique to that particular mind/body/spirit complex.

— Ra as wanderer-teacher

We laid this plan before the Council of Saturn, offering ourselves as service-oriented wanderers of the type which land directly upon the inner planes without incarnative processes. Thus we emerged, or materialized, in physical-chemical complexes representing as closely as possible our natures, this effort being to appear as brothers and spend a limited amount of time as teachers of the Law of One, for there was an ever-stronger interest in the sun body, and this vibrates in concordance with our particular distortions.

We discovered that for each word we could utter, there were thirty impressions we gave by our very being which confused those entities we had come to serve.

— Where the wanderer returns

After the death of the physical complex in yellow-ray activation, the mind/body/spirit complex moves to a far different portion of time/space in which the indigo body will allow much healing and review to take place before any movement is made towards another incarnative experience.
