Confederation
The Confederation of Planets in the Service of the Infinite Creator: an alliance of many civilizations and planetary consciousnesses dedicated to service per the Law of One.
What Ra means
The Confederation is not a uniform body but a genuine alliance of unlike members: Ra reports approximately fifty-three civilizations comprising around five hundred planetary consciousness complexes, spanning entities within Earth's solar system, from other galaxies, and including those of Earth's own planet who have moved beyond third density (). Ra, a sixth-density social memory complex, is itself a member (). Admission is overseen by the Council of Saturn, whose duties include determining which social memory complexes may join ().
The Confederation operates under a binding constraint: free will. It answers callings rather than imposing itself, and when callings are present it offers philosophy and inspiration rather than proof. Ra's own early contact with Egypt illustrates both the method and its limits — contact was made with one who heard and understood, but when those around quickly distorted the teaching away from its compassion, Ra withdrew rather than remain in what had become a hypocritical position ().
At harvest, Confederation members take up a specific station: standing at the edges of the steps of light/love so that entities being harvested do not stumble and fall away for any reason other than the actual measure of their polarization. Those who stumble are caught and set right so they can continue into the light (). This is the character of the Confederation throughout Ra's account — present at the threshold, serving without overriding, catching without compelling.

On the scope and genuine diversity of the Confederation:
There are approximately fifty-three civilizations comprising approximately five hundred planetary consciousness complexes in this Confederation. This Confederation contains those from your own planet who have attained dimensions beyond your third. It contains planetary entities within your solar system, and it contains planetary entities from other galaxies. It is a true Confederation in that its members are not alike, but allied in service according to the Law of One.

There are those of three levels watching over harvest.
The first level is planetary and that which may be called angelic. This type of guardian includes the mind/body/spirit complex totality or higher self of an entity and those inner plane entities which have been attracted to this entity through its inner seeking.
The second class of those who ward this process are those of the Confederation who have the honor/duty of standing in the small places at the edge of the steps of light/love so that those entities being harvested will not, no matter how confused or unable to make contact with their higher self, stumble and fall away for any reason other than the strength of the light. These Confederation entities catch those who stumble and set them aright so that they may continue into the light.
